fdc8209b29 rrs: make changes to support Django 2.2 
Removed obsolete references to django.core.urlresolvers. Added the
newly required on_delete parameters to foreign key relationships in
models.py and in all migrations.

(Amber Elliot's 2d526f9b0d served as a
reference for these changes).

24960bb7be rrs: add Release link to MaintenancePlan 
If any Releases exist then we create a default MaintenancePlan and then
link all Releases to it - this needs to be done in multiple upgrade
steps since the field needs to be non-null.
