Paul Eggleton 24739d9369 local.conf: allow for upstream_tracking.inc to be missing 
In OE-Core commit 22447eba250656489a6ed636fe58cb304d74e975,
conf/distro/include/upstream_tracking.inc has been removed, so allow the
file to be missing by changing require to include.
