Jindong Yue 14e9859743 MA-22143-7 pinctrl: scmi: Support modular imx pinctrl
When CONFIG_PINCTRL_IMX is m, the result of check
"#ifdef CONFIG_PINCTRL_IMX" is false, which invalidates
the extended imx dt map feature.

Use IS_ENABLED instead of ifdef to support
CONFIG_PINCTRL_IMX=m
