Florinel Iordache cab6ad45b1 sdk_fman: add support for allow/deny HC usage 
Add support to allow/deny HC usage needed to fix: FMD PCD unrecoverable error when fmc -x is executed while traffic is in flight. This fix requires also a patch in fmlib and FMC.
