Change the last "depends on GENERIC_PHY" to use select, like the
other 170+ Kconfig users do. This can help prevent circular
dependency issues.

Add Renesas Ethernet SERDES driver for R-Car S4-8 (r8a779f0).
The datasheet describes initialization procedure without any information
about registers' name/bits. So, this is all black magic to initialize
the hardware. Especially, all channels should be initialized at once.

This PHY is still mostly undocumented -- the only documented registers
exist on R-Car V3H (R8A77980) SoC where this PHY stays in a powered-down
state after a reset and thus we must power it up for PCIe to work...

When USB is disabled, we get a link error for this driver
because of the added OTG support
drivers/phy/renesas/phy-rcar-gen3-usb2.o: In function `rcar_gen3_phy_usb2_probe':
phy-rcar-gen3-usb2.c:(.text+0x250): undefined reference to `of_usb_get_dr_mode_by_phy'
Other phy drivers select USB_COMMON for this, so let's do the same
here.

The USB 3.0 PHY modules of R-Car Gen3 SoCs have:
- Spread spectrum clock (ssc).
- Using USB 2.0 EXTAL clock instead of USB 3.0 clock.
- Enabling VBUS detection for usb3.0 peripheral.
So, this driver supports these features.
