TPEBS (Timed PEBS(Precise Event-Based Sampling)) is a new feature Intel
PMU from Granite Rapids microarchitecture.
It will be used in new TMA (Top-Down Microarchitecture Analysis)
releases.
Add related introduction to documents while adding new code to support
it in 'perf stat'.

perf stat now supports --topdown for any platform with the TopdownL1
metric group including Intel before Icelake. Tweak the documentation
to reflect this.

Considering that perf and its subcommands have so many parameters, the
documentation is always the first stop for perf beginners. Fixing some
