What's happening here is that the XFS AIL is trying to write a disk quota update back into the filesystem, but for that it needs to read the ondisk buffer for the dquot. The buffer is not in memory anymore, probably because it was evicted. Regardless, the buffer cache tries to allocate a new buffer, but those allocations are NOFAIL. There are several guides for kernel developers and users. These guides can be rendered in a number of formats, like HTML and PDF. Please read Documentation/admin-guide/README.rst first.
In order to build the documentation, use make htmldocs

make pdfdocs

There are various text files in the Documentation/ subdirectory, several of them using the reStructuredText markup notation.
