a3c96e04c7 dpdk-dev-libibverbs: remove 
The upstream repo has been taken down and the role of libibverbs has
been taken over by rdma-core instead [1][2].

a60454d2b3 Add compatible for "sumo" 
The latest Yocto has changed the LAYERSERIES_CORENAMES to "sumo".
So add it to the compatible list.
