crconf: Set SBINDIR and MANDIR

The default values of these variables are not appropriate when using
usrmerge. This fixes the following error:

ERROR: crconf-git-r0 do_package: QA Issue: crconf: Files/directories were installed but not shipped in any package:
  /sbin/crconf
Please set FILES such that these items are packaged. Alternatively if they are unneeded, avoid installing them or delete them within do_install.
