libcamera: Fix base recipe and version for 95 [YOCIMX-8351]

Browse Source 
The base recipe for the 95 version is wrong, as the source is based on
0.3.0. Copy the latest 0.3.0 recipe from meta-openembedded and fix the
version in the recipe filename.
