194de8c902 smw: add tls12 feature [YOCIMX-8577] 
Add a new PACKAGECONFIG feature for TLS1.2, set the build options and
an OpenSSL dependency for it (OpenSSL is used for testing).

Of the ELE-based devices, MX91 and MX93 have the required platform
support for this feature, so enable it by default only for these SoCs.

2aab3eea61 smw: Enable SECO for 8 DXL [YOCIMX-8552] 
8 DXL builds of smw are missing SECO subsystem support. All 8X family
NPIs support SECO, so use the family override to enable DXL and simplify
the logic.
