cdaf8b9898 tensorflow-lite: Rework OpenVX dependency [YOCIMX-6234] 
Align the OpenVX dependency logic with similar logic in deepview-rt,
using a simpler RDEPENDS instead of PACKAGECONFIG.

9d658dac47 deepview-rt: Fix runtime dependencies [YOCIMX-6234] 
The package supports all i.MX 8. Additionally, it supports hardware
acceleration via imx-gpu-viv OpenVX except in the case of 8ULP where
the tensorflow-lite implementation relies on CPU instead of imx-gpu-viv
OpenVX.

ab83f16a05 packagegroup-imx-ml: Enable i.MX 8 SOCs without acceleration [YOCIMX-6234] 
The following machine learning packages do not require hardware
acceleration:
- deepview-rt-examples
- ml-security
- onnxruntime
- tensorflow-lite
- torchvision

Hardware acceleration at this point is defined as OpenVX support from
imx-gpu-viv.
