9a9d8cb234 opencl-clang: upgrade 8.0.1 -> 9.0.0 
With this upgrade, by default -DPREFERRED_LLVM_VERSION="9.0.0" is set.

9c62233238 opencl-clang: move to a separate recipe 
Since this is managed as a separate repository, build it as a separate
component instead of bundling with LLVM/clang.
