intel-media-driver : set a baseline policy version for cmake 
Cmake upgrade to 4.0+ removes compatibility with versions older than
3.5 [1].

Set a baseline policy version for CMake using
CMAKE_POLICY_VERSION_MINIMUM variable until intel-media-driver
is upgraded to include the fix [2].
