python3-lazy-object-proxy: add UPSTREAM_CHECK_PYPI_PACKAGE

Browse Source 
Add UPSTREAM_CHECK_PYPI_PACKAGE to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version python3-lazy-object-proxy
INFO: Current version: 1.12.0
INFO: Latest version: 1.10.0

After the patch:
$ devtool latest-version python3-lazy-object-proxy
INFO: Current version: 1.12.0
INFO: Latest version: 1.12.0
