python3-cached-property: add UPSTREAM_CHECK_PYPI_PACKAGE

Add UPSTREAM_CHECK_PYPI_PACKAGE to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version python3-cached-property
INFO: Current version: 2.0.1
INFO: Latest version: 1.5.2

After the patch:
$ devtool latest-version python3-cached-property
INFO: Current version: 2.0.1
INFO: Latest version: 2.0.1
