python3-hpack: Upgrade 3.0.0 -> 4.0.0

Upgrade to release 4.0.0:

- Remove support for Python 2.7, 3.4 and 3.5.
- Add support for Python 3.8.
- Performance improvement of static header search. Use dict
  search instead of linear search.
- Fix debug output of headers during encoding.
