libtimezonemap: add UPSTREAM_CHECK_URI

Browse Source 
Add UPSTREAM_CHECK_URI and UPSTREAM_CHECK_REGEX to check the correct
latest stable verison.

Before the patch:
$ devtool latest-version libtimezonemap

After the patch:
