ade: add UPSTREAM_CHECK_GITTAGREGEX

Add UPSTREAM_CHECK_GITTAGREGEX to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version ade

INFO: Latest version: 0.1.2

After the patch:
$ devtool latest-version ade
