python3-pytest-asyncio: add UPSTREAM_CHECK_PYPI_PACKAGE

Browse Source 
Add UPSTREAM_CHECK_PYPI_PACKAGE to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version python3-pytest-asyncio
INFO: Current version: 1.1.0
INFO: Latest version: 0.23.6

After the patch:
$ devtool latest-version python3-pytest-asyncio
INFO: Current version: 1.1.0
INFO: Latest version: 1.3.0
