plymouth: remove extra kernel parameter

Setting `--kernel-command-line` in systemd service is unmodifiable
from the bootloader kernel parameters.

`splash` together with `plymouth.ignore-serial-consoles` should be
added by the user to e.g. bootloader configuration file instead.
