python3-prompt-toolkit: Upgrade 3.0.19 -> 3.0.21

Upgrade to release 3.0.21:

- Improved mouse support:
  * Support for click-drag, which is useful for selecting text.
  * Detect mouse movements when no button is pressed.
- Support for Python 3.10.
