With the upstream check migrated to the simple repo API, a number of the
recipes required updates to:
1. Remove outdated UPSTREAM_CHECK_REGEX checks
2. Add recipe specific UPSTREAM_CHECK_PYPI_PACKAGE definitions for
packages that use '_', CamelCase, or other deviations from PEP625 in
the source archive

This is the result of automated script (0.9.1) conversion:
oe-core/scripts/contrib/convert-overrides.py .
converting the metadata to use ":" as the override character instead of "_".

Upgrade to release 0.23:
- Dropped support for Python 2.7. The minimum Python version
is now 3.5.
Use tar.gz instead of zip. Fix the URL of the HOMEPAGE.
