350139ba63 radvd: fix daemon start-up 
1. Fix radvd.service to start daemon correctly.
2. Make the daemon run under 'radvd' user by default.

da6908e1d3 radvd: add systemd service file 
Add systemd service for for radvd.
The unit is disabled by default, just as Fedora20 does.
