275b6c30fb meta-networking: use bb.utils.contains() instead of base_contains() 
base_contains() is a compatibility wrapper and may warn in the future, so
replace all instances with bb.utils.contains().

8980f0d2a2 meta-networking: standardize SECTION values 
SECTION has been used inconsistently throughout the recipes in this layer.
Convert them to all use the same convention.
