eb0a49cc9c openvpn: remove duplicate attempt to create dir in ${localstatedir}
When systemd is in DISTRO_FEATURES we have two attempts to create
${localstatedir}/run/openvpn: one at build time with install command and
the other via systemd-tmpfiles at runtime which is enabled by installing
openvpn-volatile.conf. Beside looking redundant, by dropping the build-time
dir creation attempt solves the following error when building images with
both base-files and openvpn:

Error: Transaction check error:
  file /var/run conflicts between attempted installs of
  openvpn-2.3.9-r0.cortexa7hf_neon_vfpv4 and
  base-files-3.0.14-r89.raspberrypi3

01511d4cde ntp: update to 4.2.8.p10
LICENSE_FILE md5 changed do to copyright date change.

NTF's NTP Project is releasing ntp-4.2.8p10, which addresses:

    6 MEDIUM severity vulnerabilities (1 is about the Windows PPSAPI DLL)
    5 LOW severity vulnerabilities (2 are in the Windows Installer)
    4 Informational-level vulnerabilities

    15 other non-security fixes and improvements

All of the security issues in this release are listed in VU#633849.

ntp-4.2.8p10 was released on 21 March 2017.

cdb428e7c4 recipes: add removal date to PNBLACKLIST messages
* based on discussion in pndeprecated thread:
  https://patchwork.openembedded.org/patch/137573/
  update the messages to warn possible users that the
  recipe will be removed before the end of the next development
  cycle (before Yocto 2.4 is released).

* updated with:
  sed -i 's/^\(PNBLACKLIST.*".*\)"/\1 - the recipe will be removed on 2017-09-01 unless the issue is fixed"/g' `git grep PNBLACKLIST | sed 's/:.*//g' | sort -u | xargs`
* then noticed couple recipes being blacklisted only based on
  DISTRO_FEATURES, so removed those:

f2dfae5655 curlpp: 0.7.3 -> 0.8.1
Upgrade curlpp from 0.7.3 to 0.8.1. The main difference between 0.7.x
and 0.8.0 is that it replaces autotools with cmake, see
https://github.com/jpbarrette/curlpp/releases/tag/v0.8.0

The homepage of curlpp on googlecode is obsoleted, so update it and use
soure code repo on github.

Remove dependency boost which is dropped by upstream. And remove extra
CXXFLAGS which has been fixed by upstream.

916a95029c chrony: fix build failure for arma9
Eliminate references to syscalls not available
for ARM_EABI.  Also add a dependency on libseccomp
which is needed for scfilter to work.

Set PACKAGECONFIG to not enable scfilter, since
kernel CONFIG_SECCOMP is unlikely to be set.  This
aligns the usage of libseccomp with that of other packages.

1a63d1dcf3 netcat-openbsd: fix implicit dependency on pkg-config
In the report at http://errors.yoctoproject.org/Errors/Details/130673/
we see the following:

i586-oe-linux-gcc  -m32 -march=i586 <snip> netcat.o atomicio.o socks.o `pkg-config --libs libbsd` -lresolv -o nc
/bin/sh: 1: pkg-config: not found

What follows is a bunch of link errors for BSD library functions, as
the backtick didn't return anything but an empty string and hence no
BSD library was involved in the link.

I was able to reproduce this by temporarily removing my host version
of pkg-config, and then validated that this fix solves it while still
having the host binary removed.  So it should fix the reported issue.
I also confirmed pkg-config was in the sysroot after the change.

This should fix:
 Making all in ui/gtk

| /bin/bash: glib-compile-resources: command not found

Fix which glib-compile-resources is picked up. Ensure we use the native glib-2.0p version and not one from the host.

I could not reproduce this but "which  glib-compile-resources" pointed out the problem.

1c8720a130 ifenslave: make option '-h' work
When pass option '-h' or '--help' to ifenslave, it calls 'exec man 8
ifenslave' to show help information. But the manual page is missing and
then outputs nothing.

Install the manual page and split it to ifenslave rather than
ifenslave-doc to make option '-h' of ifenslave work.

3c55a185ce iscsi-initiator-utils: Update to 2.0.874
The latest iscsi-initiator-utils has been available for a while now,
update our recipe.  The new version no longer bundles its own ISNS server,
so this update brings in open-isns as a dependency.

As open-isns depends on systemd, add systemd to REQUIRED_DISTRO_FEATURES

Additionally, open-iscsi.org is defunct, the new home is at
open-iscsi.com, update the SRC_URI and homepage accordingly.

ba665493a0 dnsmasq: allow for dnsmasq instances to reuse default dnsmasq.conf
By defining 'listen-address' in the global dnsmasq.conf file we
prevent other instances of dnsmasq from using the global config as we
will get an error that the address is already in use. Instead we pass
'local-service' when we start the main dnsmasq instance which will
listen on the loopback address as well as any other local
subnets. This will allow the main dnsmasq instance to play nice with
other instances we might start for network-manager, libvirt, lxc...

2b457e6f1e dnsmasq: read the conf files found in dnsmasq.d
The dnsmasq package installs a ${sysconfigdir}/dnsmasq.d directory but
doesn't currently use any configuration files that might be placed
there. This goes against what the user would expect and doesn't match
what you see in other distros.

We could ensure this config directory is read when dnsmasq is started,
as we are doing here, or by including it in the main dnsmasq.conf
file. By doing it here we can have better reuseability of the main
dnsmasq.conf file by other instances of dnsmasq.

There are currently no files added to the dnsmasq.d directory for core
oe images, so this should not result in any runtime behavior changes.

f42fc7929b curlpp: fix qa issue of do_configure
curlpp is configured with boost by default. And it searches boost
directory on build machine. If boost is installed on build machine, then
causes qa issue:

| ERROR: curlpp-0.7.3-r0 do_configure: This autoconf log indicates
| errors, it looked at host include and/or library paths while
| determining system capabilities.

Pass the boost directory in ${STAGING_DIR_HOST} to configure script to
disable search on build machine to fix the issue.

With linux kernel v4.8, for file ./src/maint/zntune.c, glibc time.h is
included before linux time.h, when compile zntune.c, it break down by
the following errors:

	redefinition of 'struct timespec' 'struct timeval'
	                'struct timezone' 'struct itimerval'

We should exclude the linux time.h by disable linux/atm_zatm.h and move
some useful definition in linux/atm_zatm.h to a new header file in linux-atm
source code to resolve it.

  the following packages:
  - acl
  - attr
  - libaio
  - libbsd
  - libcap
  - valgrind

* They are all optional, so disable by default
  or control them based on DISTRO_FEATURES.

* Remove the direct dependency on libaio and libbsd
