python3-pytest-cov: add UPSTREAM_CHECK_PYPI_PACKAGE 
Add UPSTREAM_CHECK_PYPI_PACKAGE to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version python3-pytest-cov
INFO: Current version: 6.2.1
INFO: Latest version: 6.0.0

After the patch:
$ devtool latest-version python3-pytest-cov
INFO: Current version: 6.2.1
INFO: Latest version: 7.0.0
