protobuf: update UPSTREAM_CHECK_GITTAGREGEX 
Update UPSTREAM_CHECK_GITTAGREGEX to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version protobuf

After the patch:
$ devtool latest-version protobuf
