python3-portalocker: upgrade 3.1.1 -> 3.2.0
fix the issue that:
| ImportError while importing test module '/usr/lib/python3-portalocker/ptest/tests/test_lock_flags.py'.
| Hint: make sure your test modules/packages have valid Python names.
