python3-outcome: enable ptest 
- Tested on qemux86-64 and qemuarm64

- Added ptest into PTESTS_FAST_META_PYTHON

- The PyPi package name defaults to PN without the python3- prefix, so there is no need to set PYPI_PACKAGE as outcome, it is by default.

Collection of layers for the OE-core universe

This repository is a collection of layers to suppliment OE-Core with additional packages, Each layer have designated maintainer Please see the respective READMEs in the layer subdirectories
