devtools: fork python3-flask-cors

It is currently unclear if we have a hard dependency on this version
of the module.

meta-python has a newer version, so we are now breaking tests for
yocto compliance (the layer changes the hash).

For now, we fork the recipe to avoid the error and start preparing
to drop it.
