ceph/libibverbs: replace libibverbs with rdma-core

Browse Source 
libibverbs is no longer developed, and its functionaty is provided by
the rdma-core projects.

rdma-core is part of meta-networking, so we drop libibverbs and update
our dependency to rdma-core.
