Bruce Ashfield 36cb2b12a7 go-build: add dependency to fix build time fetching ... go-builds compilation is fetching runc as a dependency, we can't do that in the compilation phase without an exception, or throwing an error. We add the runc dependency and fetch it directly into the required directory. This avoids the build time fetch, and we better control the revision. win-win.
