wic: Use argparse instead of optparse

* optparse is deprecated and will not be developed further
    (see: https://docs.python.org/2/library/optparse.html)
* argparse supports subcommands, which simplifies definition of
    arguments and options
* reimplement help mechanism through sub-subcommands
