devtool/oeqa: Ensure added layers set LAYERSERIES_COMPAT

Browse Source 
Now that we see warnings if LAYERSERIES_COMPAT is unset, the auto generated
code from devtool/oeqa needs to set this to avoid warnings which break
various tests.
