Vinod Koul 1dfd7b7849 phy: ingenic: depend on HAS_IOMEM 
The driver uses devm_ioremap_resource() which will not be built if
CONFIG_HAS_IOMEM is not selected, so add depends on it to fix the build
failure on few archs
